One of the proudest days of Paul Griffin’s life occurred at a Federal Courthouse in 1995 in Providence, Rhode Island, when he raised his right hand and took the oath of citizenship from a United States Magistrate. The taking of this sacred oath was instrumental in stimulating his desire to pursue a 25-year career in advocacy at the state and federal levels.

Paul joins the JDC team after serving as the Executive Director of the Washington Rural Electric Cooperative Association (WRECA), where he represented the interests of 11 not-for-profit utilities and approximately 270,000 consumers before the state legislature in Olympia and the congressional delegation in Washington, D.C.
Before landing in Olympia, Paul was the Executive Director of Energy Fairness, a not-for-profit advocating for affordable and reliable energy solutions for consumers.
Paul jumped into his Energy Fairness role after eight years as a Senior Government Relations Advisor at Tri-State Generation and Transmission Association in Denver, CO. Tri-State provides electricity to 40 utilities in four states, collectively providing power to more than a million consumers in the Intermountain West. In this role Paul represented Tri-State’s interest before Congress and the Wyoming and Nebraska legislatures.
Paul moved out West after a 13-year career in Washington, D.C., which included five years as a Senior Legislative Affairs representative at the National Rural Electric Cooperative Association (NRECA) and five years as Senior Legislative Aide for Energy and Natural Resources for Representative Greg Walden (R-OR), former Chair of the powerful House Energy and Commerce Committee and longtime member of the House Natural Resources Committee.
During his years with Rep. Walden, Paul worked on wildfire mitigation laws like the Healthy Forests Restoration Act of 2003 and the 2003 deliberations surrounding the Energy Policy Act.
Paul received his B.A. in International Relations from Colgate University (1997) and his M.B.A. (2008) from the University of Maryland’s Smith School of Business. He resides outside Boulder, Colorado, with his two teenage sons.
